On August 8, 1945, the Soviet government declared that, true to its allied duty, it considered itself at war with Japan.

Marshal of the Soviet Union A. M. Vasilevsky was appointed Commander-in-Chief of the Soviet troops in the Far East. In the preparation and conduct of offensive operations took part: The Trans-Baikal Front (Commander Marshal R. Y. Malinovsky), the 1st Far Eastern Front (commander Marshal K. A. Meretskov), the 2nd Far Eastern Front (Commander Army General M. A. Purkaev).

The Pacific Fleet (commanded by Admiral I. S. Yumashev) and the Red Banner Amur Flotilla (commanded by Admiral N. V. Antonov) were involved in combat operations. Admiral N. G. Kuznetsov, the Commander-in-Chief of the Navy, coordinated the actions of the fleets among themselves and with the ground forces. Aviation was led by the Commander of the Air Force, Air Chief Marshal A. Together with the Soviet troops, the army of the Mongolian People's Republic operated under the leadership of Marshal Kh. Choibalsana. The shock group of the 1st Far Eastern Front was the 1st Red Banner Army (commanded by General A.
